State rules that matter most

Texas limits home equity borrowing to 80% of value and adds a 12-day waiting period. Community property states (Arizona, California, Idaho, New Mexico, Texas, Washington and Wisconsin) usually require a spouse's signature. A few states charge mortgage or recording taxes on the line amount. Each state page lists what applies there.
